Abstracts:
Tidal lowland development for agriculture in South Sumatra is known as reclamation undertaken by the government since 1969. Especially for the study area Delta Telang I, hydro-topographic conditions consist of type A area of 3,602 ha, 10,822 ha of type B and type C 486 ha. In the land of type B and type C, most of the land is not overflow, but the groundwater level is less than 50 cm from soil surface. The hydro-topograpic condition of Telang I is affected by the water level of the existing river system, the River Musi and River Telang contrast. River water level seasonal differences occur in rates to 0.25 m high water levels and from 0.4 to 0.6 m for the low water level.
Telang I in South Sumatra as one of the large reclaimed tidal lowlands sponsored by the government is carried out as the case study of this research. So far, farmers are not yet charged a water service fee, which means that all the cost of the irrigation and drainage systems is shouldered on the limited funding of the government. This research has tried to find out how and how much fee needs to be charged to the farmers based on the actual situation and conditions of Telang I, in order to participate in funding the O&M of canal systems for sustainability.
To the researchers conducted a test simulation of hydrodynamic model of canals stability on the ground material in order to obtain the optimal tax management system at the Macro Water Management System in hopes of reducing water loss in the canals.
